Officially launched on March 28, 2026, during the Beijing International Youth Innovation and Development Forum of the Zhongguancun Forum Annual Conference, the China‑Europe Center for Advanced Engineering and Technology Talent (CECAETT) is a professional, comprehensive cross‑border service platform.
Under the guidance of the BOTC (Beijing Overseas Talents Center) and GNIS (Contact Beijing • Global Network for Innovation Services), CECAETT is developed under the leadership of the FESCO Group (Beijing Foreign Enterprise Human Resources Service Co., Ltd.).

The executive organizations — FESCO EDU (Beijing FESCO International Education Consulting Co., Ltd.) as the chair organization and AlphaHelden (AlphaHelden International GmbH) as the Secretary‑General organization — deliver core services integrating high‑end talent exchange, professional talent training, and talent‑oriented project introduction.
